Issue Description: 
StorEdge 9900 Arrays do not automatically reboot following a power
outage and subsequent restoration of power.  This can lead to extended
downtime, especially when arrays are installed in unmanned or "lights
out" facilities.  Because this behavior differs from other Sun
platforms, this issue may cause troubleshooting difficulties for
support personnel who are confronted by arrays which appear to have
failed.

This issue affects any SE9900 array which has suffered an unexpected
loss of power and has had power restored.

Due to the power sequencing and power control facility used in the
SE9900 unit, a field engineer attending a customer site may be
presented with an SE9900 unit that appears to have suffered a number of
major failures.  However, the reality is that the SE9900 unit has lost
power at some stage, power has now been restored, and the unit needs to
be "booted up" and restored to normal operation.

When this condition occurs, "false failure" symptoms will appear as
follows:

   o SVP will be active.
   o "BS" LED will be illuminated on the 9900 Status Panel.
   o DKU and DKC will flash in the SVP Maintenance screen.
   o AC boxes and PSU's will be shown as "No Fault" (i.e; not flashing)
     in the SVP Maintenance Screen.
   o LED test button will light all LED's except the Channel LED's.
   o LED's will be illuminated on the DKC - CU, BU, AU, SUBPS1, SUBPS2 PSU's.
 
This issue occurs due to a design feature of the SE9900 product.  These
arrays were not designed to automatically reboot, nor can they be
configured to do so.

There is no fix for this problem.  Customers and support personnel need
to become familiar with the different behavior of this product line.

Corrective Action: 
The following recommendation is provided as a guideline for authorized
Sun Services Field Representatives who may encounter the above
mentioned problem.

Sun support personnel and customers need to be aware that SE9900 arrays
will NOT auto-boot, or automatically restore to full functionality,
following a power outage, and the subsequent restoration of power.
Under such circumstances manual intervention is required to reboot an
SE9900 unit.

The process to reboot and restore full operation of an SE9900 array is
outlined in Chapter 4 (Power ON/OFF Procedure) in the 9900 Maintenance

Implementation Footnote: 
i)   In case of MANDATORY FINs, Sun Services will attempt to contact   
     all affected customers to recommend implementation of the FIN. 
   
ii)  For CONTROLLED PROACTIVE FINs, Sun Services mission critical    
     support teams will recommend implementation of the FIN  (to their  
     respective accounts), at the convenience of the customer. 

iii) For REACTIVE FINs, Sun Services will implement the FIN as the   
     need arises.
