Issue Description: 
The osdTimeDeltas file is used when providing the Time Of Day to Sun
Fire 15K domains.  This file was not included in the list of files to
propagate from the MAIN SC to the SPARE SC.

All Sun Fire 15K systems running SMS 1.1 or SMS 1.2 do not have the
osdTimeDeltas file in the file propagation list.  If a failover occurs,
this could result in a rollback of a domain's Time Of Day.  Such a shift
in time has unforseen effects on applications.

The osdTimeDeltas holds the time offsets for the domains.  This is
essential to deliver the proper VTOD to the domain and OBP download
time.  But, current entries in the fomd_sys_datasync.cf file do not
cover propagation of this file.

If not propagated, incorrect VTOD could be delivered to a domain. 
If this rolls the clock backwards, it can have terrible consequences
on an applications. 

This issue was caused by an oversight during SMS development.  The
osdTimeDeltas file was not included in the list of system files to be
propagated.

System Controllers must be manually adjusted to include the
osdTimeDeltas files in the propagation list. 

A software patch for SMS 1.2 is planned. Currently, there is no patch
ID defined or released.  SMS 1.1 will not be patched.

Corrective Action: 
An Authorized Enterprise Services Field Service Representative may avoid 
the above mentioned problems by following the recommendations as shown
below.   

Please perform the following workaround for SMS 1.1 and 1.2 until 
a patch becomes available.

A software patch for SMS 1.2 is planned. Currently, there is no patch
ID defined or released.  SMS 1.1 will not be patched.

On the MAIN System Controller, perform the following steps as root:

   1. Change directory to /etc/opt/SUNWSMS/config

      # cd /etc/opt/SUNWSMS/config

   2. Add the following line to the fomd_sys_datasync.cf file:

      /var/opt/SUNWSMS/data/osdTimeDeltas:1:1

   3. Stop and restart SMS.

      # /etc/init.d/sms stop
      # /etc/init.d/sms start

4. Repeat Steps 1-3 on the SPARE System Controller.

Implementation Footnote: 
i)   In case of MANDATORY FINs, Enterprise Services will attempt to    
     contact all affected customers to recommend implementation of 
     the FIN. 
   
ii)  For CONTROLLED PROACTIVE FINs, Enterprise Services mission critical    
     support teams will recommend implementation of the FIN  (to their  
     respective accounts), at the convenience of the customer. 

iii) For REACTIVE FINs, Enterprise Services will implement the FIN as the   
     need arises.
