Issue Description: 
During the course of performing off-line diagnostic testing on the
Sun StorEdge T3 partner pairs with dual RAID controllers, or ES
configurations, field service engineers could inadvertently put the
units into a reboot loop, requiring a power-cycle to break out of
the loop.  This problem is caused by bugs in the T3 firmware
(see BugIDs in the References section above).

The intent of this FIN is to communicate information to field service
personnel regarding troubleshooting sequences that should be avoided
when performing T3 Off-Line Diagnostics (OFDG), which are troubleshooting
routines designed to help field service personnel identify weak components
within the T3 partner group.

All T3-ES partner pair configurations shipped after July 10th, 2000
with rev. 1.13 firmware are at risk of having problems during off-line
diagnostic testing if certain troubleshooting sequences are not avoided.
This problem will be corrected in rev. 1.16 firmware currently slated
for release in October 2000.

The following recommendation is provided as a guideline for Authorized
Enterprise Services Representatives that may be encountering the above
mentioned problem;

Implementation Footnote: 
i)   In case of MANDATORY FINs, Enterprise Services will attempt to    
     contact all affected customers to recommend implementation of 
     the FIN. 
   
ii)  For CONTROLLED PROACTIVE FINs, Enterprise Services mission critical    
     support teams will recommend implementation of the FIN  (to their  
     respective accounts), at the convenience of the customer. 

iii) For REACTIVE FINs, Enterprise Services will implement the FIN as the   
     need arises.
