Issue Description: 
Due to various bugs discovered with Dynamic Reconfiguration affecting
the Enterprise 10000 Server, a website has been created to list both 
problem and resolution of the bugs encountered.  At this point, most 
bugs have been resolved with fixes in the latest Kernel Update patch 
but there are a few still outstanding which could potentially impact 
production.

A website was chosen to ensure information is current and to address
the Dynamic Reconfiguration related issues in 2.5.1 and 2.6 OS 
releases.  The site will be updated as bugs are fixed and/or any new 
bugs found.

As with any feature, customers are encouraged to test Dynamic
Reconfiguration prior to implementing it in a production environment.
Consideration should be given to efficiency of the kernel when Dynamic
Reconfiguration is enabled as well as the Dynamic Reconfiguration
operation itself.  Enabling Dynamic Reconfiguration may have
performance implications and depending on Kernel Update may impact
stability.

In addition, there are inherent risks to introducing new Kernel Update
patches and these should be tested in conjunction with Dynamic
Reconfiguration in a non-production environment whenever possible.  It
is essential to test Dynamic Reconfiguration under a representative
workload and comparable configuration in order to qualify successful
Dynamic Reconfiguration operations.  This should include all third
party applications and drivers.  Consult the Dynamic Reconfiguration
Users Guide for more details on proper configurations.

Corrective Action: 
This FIN serves as INFORMATION ONLY.  On the web site referenced above,
a corrective action is listed for each bug identified.  If a patch is  
not available for a problem experienced, the appropriate workaround
should be exercised until such time that the patch is available and 
can be installed.

Implementation Footnote: 
i)   In case of MANDATORY FINs, Enterprise Services will attempt to    
     contact all affected customers to recommend implementation of 
     the FIN. 
   
ii)  For CONTROLLED PROACTIVE FINs, Enterprise Services mission critical    
     support teams will recommend implementation of the FIN  (to their  
     respective accounts), at the convenience of the customer. 

iii) For REACTIVE FINs, Enterprise Services will implement the FIN as the   
     need arises.
