Issue Description: 
Affected Torque Tool plastic end caps may separate from the rest of the
Torque Tool handle during use.  The spring inside the tool handle
exerts force on the cap, causing the cap to separate at high speed.

Torque tool part number 250-1611-02 ONLY is affected, and only those
tools with date codes of 12/02, 01/03, 02/03, 03/03, 04/03, 05/03 and
06/03.

Affected tools shipped in above systems between September 25, 2002 and
June 30, 2003.  The estimated number of affected tools shipped
worldwide is approximately 50,000.

The root cause of the torque tool failures was a process failure at the
sub-tier supplier of the manufacturer of the torque tool.  Undersized
diameter torque tool end caps were molded with a diameter below the
nominal dimension and assembled into final production torque tools,
which caused insufficient joint overlap with the mating torque tool
body, producing a weld joint of insufficient strength.

To address the possibility of recurrence, Sun's supplier has redesigned
the torque tool to insert two steel roll pins, located 180 degrees apart,
through the tool body and into the plug/cam to provide additional holding
strength of the torque tool cap to the torque tool handle assembly.

The corrective action was made available in Sun by dash rolling the
torque tool from 250-1611-02 to 250-1611-03 via ECO# WO_27014.
Corrective action was made available in Sun Services via DPCO# 393.

Special Considerations: 
Note: The Torque Tool manufacturer recommends observing certain safety
      precautions when using this tool:

      . Wear safety goggles (user and bystanders).
      . Do not use a torque wrench to break fasteners loose.  Broken tools
        can cause injury.
      . Do not use on live electrical circuits; electrical shock can cause
        injury.
Corrective Action: 
Upon failure or upon customer request, replace 250-1611-02 (within affected
date codes) with 250-1611-01, 250-1611-03, or 250-1611-02 (outside of
affected date codes).

No onsite service should be necessary.  All part order requests should be
fulfilled as parts only service.  Tool is a consummable and defectives do
not need to be returned, but all suspect tools should be disposed of to
avoid the possibility of use later on.
Comments: 
Customers and Sun Services representatives may also use a third party
torque tool having a torque rating of 5.0 +/- 0.5 in/lbs (.565 Nm).
Billing Type: 
Warranty: Sun will provide parts at no charge under Warranty
           Service. On-Site Labor Rates are based on how the
           system was initially installed.

 Contract: Sun will provide parts at no charge. On-Site Labor Rates
           are based on the type of service contract.

 Non Contract: Sun will provide parts at no charge. Installation by
               Sun is available based on the On-Site Labor Rates
               defined in the Price List.

i)   In case of Mandatory FCOs, Sun Services will attempt to contact
      all known customers to recommend the part upgrade.

ii)  For controlled proactive swap FCOs, Sun Services mission critical
     support teams will initiate proactive swap efforts for their respective
     accounts, as required.

iii) For Replace upon Failure FCOs, Sun Services partners will implement
     the necessary corrective actions as and when they are required.
