Solution

Steps to Follow
Fast load means that the library will return a move medium as successful to TSM as soon as the command is received by the library.

Once TSM "believes" the move is done, we will do rewinds and wait for the drive to come ready. This is how we tell the tape has "arrived" at the tape drive. On a large library where it may take some time for the tape to "arrive" at the drive, TSM will fail because the time between an "apparently" successful move medium and the tape arriving is too long. With fast load disabled, the move medium isn't reported as successful until it is "really" successful and the time for the tape drive to come ready is significantly shorter.
