Goal

Can a tape cartridge currently used as a MVC be be used as a "normal" tape?

Solution

Answer: Yes it can.
MVCs are a standard formatted tape which is:
Vol id
HDR1
HDR2
TM
DATA
EOF1
EOF2
TM
TM

There are cautions in doing this.
The data (VTVs) currently on the tape will be destroyed.
Volser of the MVC must be removed from VTCS MVCPOOL statement.
Tape should be reinitialized to set EOD marker to front of tape.
