Information of new install
Library initializes and works with just 1 robot installed.
The correct license has been installed to support 2 robots.
The configuration is 1 base module and 2 CEMs, one on each side.
The panel labels have been changed to support 2 robots.

Solution

Resolution
Install the 2nd robot to the left of the 1st robot to resolve initialization problem.
The first time we installed the 2nd bot on the right side of the 1st bot and we got the error.
Then we installed the bot on the left side of the 1st bot and it came up ok.
