Resolution
Follow These steps to resolve or diagnose the problem

 

  1. Open the library and check the hand for any obstructions. Clear path or remove any tapes stuck between drives and the hand or in the hand it's self.
  2. Manually check the range of the hand by moving it up and down and left to right gently. Do not force it, but rather ensure that it has motion without sticking, skipping or grinding.
  3. IPL the library and see if it comes back to a normal state, if so, watch the library for several days and ensure that it does not happen repeatedly.
  4. If it happens repeatedly or the above does not resolve, Gather further FSC's, Code levels and continue diagnosis.
