Solution

Resolution
This is fixed with the release of 3.00.13 L700 code and above.
The fix insures that the library will return the tape to its cell after a drive load failure.
Code versions after 3.00.13, the library attempts to put the upside-down tape into the drive 3 times and goes to the calibration block of the library each time to ensure the cartridge is seated into the hand. Each time the library logs a FSC30B1 then ends up putting the tape back into the original cell. The library stays online and ready for another command.
(This has been verified by engineering.)

When LTO tape is placed into library CAP upside-down, it will load into drive and cause a fatal error.
Current release of installed library code (3.04.03) will still read an upside down cart and attempt to load it into an LTO drive.
There is currently a bug in ACSLS 6.1.1 that causes the whole library to be taken offline if a mount fails to a drive in this way. The cartridge will still
be returned to its home cell, but the ACSLS bug will take the LSM offline due to the mount failure. Note that L700 code 3.00.13 or higher still needs to be
installed to correct the library fatal associated with upside-down cartridges.
