Symptoms

StorEdge[TM] L20, L40, L60 Tape Library (HP SureStore 2/20, 2/40, 2/60) front panel may show the following Library Status when a new drive is installed:

 PARTLY AVAILABLE 

This message means the tape Library has a condition that needs to be noted, but should still be operational in this state.

To confirm the problem, from the front panel select:

 --> Information
--> Library Information
--> Library status
"Drive Firmware Mismatch"

Next, verify the current firmware version of all the drives in the library.

The library and tape drive firmware is:
Library firware : 1.55s
Tape drive (1) firmware : E1AV  <---- So, the new drive came with older firmware
Tape drive (2) firmware : E36R
Tape drive (3) firmware : E36R
Tape drive (4) firmware : E36R

Note : This condition may occur after one or more drives is replaced.

Resolution
To resolve this issue, upgrade the drive firmware of drive 1 (in this example) to E36R.

In general, ensure that all the tape drives in the library are matched, by installing the latest firmware revision. Also, ensure that your library controller firmware is at the latest version.
